In recent years, social media has gained a foothold in congressional offices. In 2011, the Congressional Management Foundation (CMF) conducted a survey on how Congress was using social media to interact with citizens. The findings from this survey report, “#SocialCongress,” offered citizens, interest groups, and Congress the first insights into how the use of digital tools could enhance the dialogue in America. Since the 2011 survey, the digital environment has rapidly expanded just like the use of social media by our lawmakers. Last summer, CMF conducted a follow-up survey of U.S. House and Senate Communications Directors, Legislative Directors, and Legislative Assistants, on their behaviors and practices when using social media and further exploring the impact of online tools on the policy-making process.
